Special guest speaker Pam Madoff is eminently qualified to answer this question. A former Victoria city councilor, she is chair of the Victoria Heritage Advisory Committee, a member of the Civic Trust and the Heritage Foundation and was recently awarded a Heritage BC Life Achievement Award.
